Council approves St. Sabrina’s rezone

The City Council Nov. 4 approved the rezoning of the 2645 Hennepin Ave. S. commercial building. The owner of St. Sabrina’s Parlor in Purgatory, 2751 Hennepin Ave. S. plans to renovate and move the popular tattoo, piercing and retail shop a block north.

The building was zoned C1, but St. Sabrina’s had to have C2 zoning to allow for its tattoo and piercing services.

St. Sabrina’s owner Leslie Bok approached the Lowry Hill East (Wedge) Neighborhood Association (LHENA) in May after signing a purchase agreement for the new building. LHENA board voted to support the upzoning.

However, city staff recommended Oct. 5 that the Minneapolis Planning Commission deny the upzoning. The staff report said, “Changing the zoning classification from C1 to C2 would allow for a much wider range and scale of commercial usesŠ,” adding that the uses, “Šcould have a negative impact on the surrounding residential uses.”

Other permitted uses in a C2 zoning include money exchange businesses, a liquor store and tobacco sales.

The Commission voted in favor of the business.
